The ACCESS Act provides $500 million to states to improve college access for low-income students. With the grants, states would provide early notification to low-income students of their potential eligibility for financial aid and to create partnerships with businesses, colleges, and non-profit organizations to provide students with financial aid, information, support, and greater access to colleges and the college application process.
